East Mountain Municipal Court serves the residents of Upshur County, the 154th largest county in Texas state. The county falls in the third senatorial district and the 11th congressional district. As a result, it holds a very special role that makes it supported by both the Gilmer district clerk and county clerk. East Mountain Municipal Court was first built in 1874 in the Upshur Courthouse Square where the first sessions of the court were held alfresco underneath the boughs of oak trees in July 1852. Four courthouses have been built in Gilmer. The current fourth courthouse is a great architectural marvel featuring a double-spiral staircase and a beautiful stained-glass montage in the dome.
