Conroe City operates under a council-manager form of government. This governing system comprises an elected city council, including a mayor and six other members.
The seven-member group makes up the Conroe city’s principal legislative body. The Conroe mayor is elected by the public or by an elected council per the Montgomery county’s form of government. The six council members distribute two in each ward among the three Montgomery County wards. Not more than half of the sitting council members are eligible for a position in each election.
