Lubbock City operates under a council-manager form of government. This governing system comprises an elected city council, including a mayor and six other members.

The seven-member group makes up the Lubbock city’s principal legislative body. The Lubbock mayor is elected by the public or by an elected council per the Lubbock county’s form of government. The six council members distribute two in each ward among the three Lubbock County wards. Not more than half of the sitting council members are eligible for a position in each election.
