Houston City operates under a council-manager form of government. This governing system comprises an elected city council, including a mayor and six other members.
The seven-member group makes up the Houston city’s principal legislative body. The Houston mayor is elected by the public or by an elected council per the Harris county’s form of government. The six council members distribute two in each ward among the three Harris County wards. Not more than half of the sitting council members are eligible for a position in each election.
